In the heyday of Maryland road renovation, circa 1920s 30s, they would widen roads by adding a concrete shoulders to the side. The picture below shows the process.

In working on a different subject, I noted reference to this method of stabilizing macadam roads in a period magazine, I think The Automobilist, last night.
